1. Be registered as a non-profit organization, under Section 501(c)(3) or Section 501(k) of the Internal Revenue Code.
2. Be registered as a charitable trust with the California Department of Justice.
3. Provide services to directly benefit a community of San Diego County, California.
4. Not have a religious affiliation.
5. Have an immediate use for soap.
